The Association held an Extra-Ordinary General Assembly in Yaoundé on the 4th and 5th of July 2009 at the Yaoundé Conference Center. Over 2000 MBOSCUDA members came from all the Seven Regions of the Republic where it has offices. These regions are; North West, South West, West, Centre, Littoral, East and Adamaoua.

 

 

 The Extra-Ordinary General was meant to address two issues;

  1. The revision of MBOSCUDA’s Constitution and its Internal Regulations. A Committee set up for the purpose carried out this activity. The Constitutional committee held 03 meetings all in Yaoundé.  A draft copy of the Constitution was circulated to all the regions for their inputs and to some of its partners for their observations. The final copy that was presented to the General Assembly was a combination of the inputs from all the regions and the observations of some partners from the draft copy by the Constitutional Committee.  The Constitution was unanimously adopted by the General Assembly after few corrections and the various participants made observations. It was then used as the working document to conduct an election of the National Executive Bureau (NEB) the next day.
  2. Election of the National Executive Bureau (NEB). This is the national organ that implements the decisions of the General Assembly and also over sees the activities of all the Regional Bureaus with an office in Yaoundé the head quarters of the Association.

Two candidates stood to be elected to the post of national president. The candidates were Dr. Ibrahim Manu a lecturer in the University of Dschang and Mr. Manu Jaji Gidado an Attaché at Secretariat of the Presidency of the Republic of Cameroon. Each of them was expected to form a government based on the criteria below.

         a) Each candidate shall consider gender and age variation in constituting the list to be presented to the election committee

         b) Each candidate shall consider the Anglophone and Francophone dichotomy of Cameroon. That is to say any list submitted to the election committee must be made up of Anglophones and Francophones.

         c) Each candidate most also include resources persons that are members of the Association.

An Election Committee that did all the ground works necessary for smooth, free and flair elections handled the election process. On the day of the election (5th July 2009) a neutral Chairperson was chosen by the various Regional Presidents (according to the Constitution) to head the Election Committee.

The list of Mr. Manu Jaji Gidado won the election with 64% as against 36% for the list of Dr. Ibrahim Manu. Mr. Jaji was immediately installed alongside his bureau members into their new functions by the Permanent Advisory Council (PAC) president.
